President

Patricia Shelton has an additional Bachelor of Science in Psychology and has 25 years of experience in organizational development and management. With expertise in requirements analysis, concept design, data collection and information analysis. She is experienced in diagnosing problems in organizational structure, productivity, and operation efficiency. Mrs. Shelton has cultivated expertise in project management, events planning, presentations and professional training. Her research has included industry and environmental trends, performance measures, marketing communications, and strategic development to government and private clients. A keen sense of organizational culture and their nuances is a key element of her appeal. Clients in private and public sectors rely on her conceptualization abilities and use of mind-mapping techniques to design collaborative teams with the best skill mix, personality, and experience. This unique trait has contributed to her success as the guiding force behind PRAMM Consulting Group, Inc.

 

JAMES K. MARTIN, ABD Community College Education
Chief Operations Officer

James Martin currently serves as the Chief Operations Officer, Senior Researcher and Project Officer for PRAMM Consulting Group, Inc. He has demonstrated expertise in the areas of organizational and project management, financial management, human resources, contracts, negotiations and business operations. Leading an NSF Contract, Mr. Martin’s applied knowledge of government operations and project management resulted in a value growth of 300%, exceeding the objectives of the contract. His employment at PRAMM followed an extensive military career in the United States Army, where his assignments capitalized on his leadership and managerial abilities. He opened and managed field offices in the former Soviet Union, where he developed and implemented office policies and procedures and supervised staff. Mr. Martin interfaced with officials from the Russian Ministry of Foreign Affairs and the Ministry of Defense; and, he also briefed the U.S. Ambassador and other senior U.S. State Department and Defense Department officials. Mr. Martin has also served as Project Manager for the Department of Defense for research development and acquisition projects.

JULIAN CAESAR, MBA
Director, Knowledge Management

Mr. Caesar has more than twenty years of professional experience in the commercial and federal sectors. Professionally, he has held senior positions in management, design, implementation, process improvement and innovation as well as business productivity, information systems, engineering and technology. He has been involved in all facets of information technology including strategic and organizational planning, business process reengineering, technology studies and deployment, information technology polices and procedures and project management. He excels in planning and conducting training on systems implemented. He is results oriented, has strong analytical and problem solving skills. Mr. Caesar’s special skills are in Data Quality, Knowledge Integration and Content Management Tools, Life Cycle Management, Change Management, Process/Data Flow Diagramming, Data Collection and Conversion Analysis. He has served as subject matter expert on proposed solutions using, knowledge based technology solutions such as Knowledge Management and the Enterprise Information Portal concepts. Mr. Caesar has provided consulting services for Datanamics, SBA, and SRA International, Datanamics, TEAMBI Solutions, Inc., and Standard Technology, Inc.

KEN ALLGOOD, BS Computer Information Systems
Knowledge Management and Training

Mr. Allgood has acquired fifteen years of concentrated experience in the analysis and development of complex systems, with a focus on finding solutions to multifaceted problems. His strengths are logistical systems, analysis, training and management. He designed training blocks, which could be configured for reusability and distribution over most available media. He developed and published metadata definitions, requirements and extensions for SCORM-Navy to be used for content sequencing and delivery within the Navy’s Integrated Learning Environment (ILE). He designed the Knowledge Management Project, which incorporated an online application website, and an LMS into a comprehensive KM solution. He identified solutions to complex problems within the CITPO custom Curriculum Development Environment and Learning Management System. He collaborated with Oracle and government representatives to design solutions that identified issues within the existing iLearning implementation. He also was responsible for ISD development of WBT courseware for the Integrated Clinical Database (ICDB). This development also included the full ISD process, from initial analysis, through SCORM mapping and treatment, to development of storyboards and multimedia content. He designed and developed a Knowledge Management Portal for the BPR effort that is currently underway within DOD hospitals worldwide. Mr. Allgood also led a Bi-coastal Distance Learning development team, which addressed all aspects of functionality within the Combined Health Care System (CHCS). He is enrolled in a M.A. program at Virginia Tech. Mr. Allgood also holds a secret security clearance.

Developed and delivered training in Knowledge Management, Environmental Scanning, Information Audit, Information Environments, and Project Management. Designed system to meet client information needs and delivered information electronically from multiple sources (such as Intranet, WWW, Image Bank, DIALOG, Lexis-Nexis, etc. Developed customized information services to clients, balancing the value of the coverage against the cost of the service in the areas of abstracting, collection development, and information analysis.

Trained staffs to access, synthesize and disseminate electronic information from knowledge management and information management systems. Served as leader for special projects. Assessed information center collections and formulated institutional policies to meet the changing business processes and user information needs.

FRANK HUANG, MS Engineering
Director, Technology

Frank Huang joins the P.R.A.M.M. Consultant Group with a solid background in engineering and a fourteen-year track record of successfully supporting complex projects. He has extensive knowledge of software development languages. He jointly developed the web-based Department of Education Loan Consolidation Electronic Verification Certificates System, redesigned and developed the DoEd Clearing House Inventory database, implemented a user friendly GUI interface and report system and designed system architecture for integration of Application Service Provider web-hosting solution with existing Department of Education IT infrastructure. With broad experience in supporting programs from conception to operation, he has consistently demonstrated his ability to work effectively in a variety of professional contexts, while bringing his broad experience to support programs from conception through to operation. Mr. Huang’s clients and employers have included EDS Corp., MCI, the U.S. Department of Education, U.S. Army Military Police, I- Net Inc., and the Immigration and Naturalization Service. He is also a Cisco Certified Network Associate as well as a Microsoft Certified Professional.

Hau Mai has more than eighteen years of experience integrating the fields of creativity and technology. His work has exemplified the perfect union of design and functionalities. His skills include web design and development, user interface design, usability, information architeture, project management, and business process engineering. Mr. Mai has provided services for members of the Fortune 500 family of companies, namely, Marriott, Eli Lilly, EMI Records and World Wide Retail Exchange. He has served as Director of Creative Services for Tallan Inc. (a CMGI Company), World Wide Retail Exchange and Digital Focus. He has also held the position of Art Director for Musicmaker.com, News World Television, Kaman Sciences Corporation, and Designs of the Time.

EVELYN MONTALVO

An organizational development (OD) consultant and executive coach who has worked independently or in collaboration with other consulting firms to design and deliver organizational strategies and training to global and domestic clients. She specializes in leadership development of corporate multicultural talent both in the U.S. and overseas.

Ms. Montalvo provides consultation, experiential learning workshops, small and large group interventions, meeting facilitation, and training in the following areas: Diversity & Inclusion, Employee Retention, Leadership Development, Accelerating Performance of Teams (Culturally Diverse & Global), and People Development of People of Color and Women. Fluent in Spanish and English.

To her consulting and coaching, Ms. Montalvo brings her extensive corporate “front-line” experience as a senior executive in strategic marketing, market research, new business development, and international marketing (Latin America, Asia, and Europe). She has gained her expertise at Fortune 500 financial, insurance and health care organizations such as American Express, Cigna International, Fidelity Investments, and The Prudential. As often the “only” Latina executive, she has garnered the cultural sensitivity as well as the necessary business savvy to help other People of Color (Latinos, African-Americans, and Asian-Americans) and Women make value-added contributions to their organizations and succeed in their professional goals.


CLAIRE L. KARR-BO-TSE

Claire Tse is a master facilitator focusing on diversity and leadership skills. She uses twenty-five years of corporate experiences to connect philosophical theories with practical business applications. Elements of cultural competence, context conflict resolution, and leadership mindset dynamics are included in all her programs. Her current client work involves identifying generational and gender issues so participants can develop both tactical and strategic actions while building their cultural competence.

In addition to diversity & inclusion, Claire collaborates with clients on leadership strategies using The Leadership Diamond â Assessment in conjunction with Polarity Management methodologies. Participants learn how they as leaders can use free will to make choices when handling multiple, simultaneous business demands. By expanding personal mindset flexibility, individuals start to include “both/and” thinking as an add-on to their more traditional problem solving practices (“either/or” mindset).

JERRY SCHUERHOLZ
Leadership Consulting

Jerry Schuerholz worked for over thirty years at Verizon, a leading telecommunications company. His twenty plus years of Diversity Management consulting, Organization Development consulting, Quality consulting, and leadership and communication skills training are focused on performance enhancement. Jerry completed the Wharton Diversity Liberating Leadership program, received his OD certification from NTL Institute and is a certified Myers/Briggs Type Indicator and Lominger Leadership Architecture facilitator. He has also been an adjunct faculty member of Rutgers University Center for Management Development, Towson University 's Corporate, Executive and Extended Education and Howard Community College Business Training Center. Jerry has been actively involved in areas related to Diversity, EEO and sexual harassment prevention for over 30 years. Besides working directly with clients Jerry has also worked with several internationally recognized consulting companies.

Jerry has been featured in training videos and CDs on diversity management, Quality work processes, facilitation techniques, effective coaching and feedback, and the mental affirmation process. He has been featured in Expert magazine and on Expert radio. Jerry has worked directly and through other consulting organizations with large and small businesses, large government organizations, police and fire departments, health care organizations, youth groups, community groups, and non-profit organizations.

FEDERICO ZERGA

Federico is a diversity management consultant specializing in organization and team performance, executive leadership and management coaching, and workforce diversity utilization. He brings 20 years of organization consulting expertise and management experience to PRAMM's Consulting Group. Certified in Myers-Briggs Type Inventory and High Performance Work Technologies, Federico holds a Master's degree in Organization Design and Development from Antioch and Harvard University , Cambridge , MA .
